America under a tombstone of senseless regulations

Tombstone is a small, but an old city in the Arizona desert. The water comes from the nearby Huachuca Mountains through one of the longest gravity-fed systems in the US. Last year, a forest fire destroyed a part of the infrastructure, and debris and boulders buried the stream. The state government declared a local emergency, and sanctioned money for restoring the water supply. The federal government has stopped the repair on the ground that in such wilderness areas, only shovels and buckets may be used, and not modern earth movers. Marita Noon looks at the regulatory hazards that threaten lives.
